Northern Nevada Telecommunications Alliance Telecommunications Strategic Plan

Situation: A newly formed consortium of seven cities and counties (including Reno) needed a unique strategy to merge continuity of government with consumer benefits in telecommunications services and rate structures.

Method: Applied a formal committee-based visioning process to establish vision, mission and goals. Conducted research on access and price structures, as well as access to alternative transmission modes, such as fiber optic cable.

Results: Project was successfully implemented within time constraints. Findings determined that the jurisdictions had several new opportunities to improve broadband offerings in a manner supportive of their overarching goals and inter-jurisdictional collaboration.

Siskiyou County Telecommunications Plan

Situation: Project sponsors sought to create telecommunications options capable of supporting economic diversification. Although this rural county was located adjacent to a major transportation corridor, few options existed for local customers.

Method: Grass-roots outreach, empirical research, market and infrastructure research.

Results: Devised an alternative right of way management strategy, including a model ordinance template. Uncovered discrepancies between regional telecommunications carrier promises and realities. Identified a previously unknown state statute that could be used as an investment incentive. Structured a scenario for recruiting an alternative broadband provider in concert with a local fiber optic deployment project.

NW Oregon Telecommunications Strategic Plan

Situation: A three-county region adjacent to the Portland metropolitan area needed a strategy that would provide business recruitment leverage.

Method: Tiered county-by-county outreach process culminating in a regional outreach conference. Customer surveys. Infrastructure inventory.
